The Council for Science Policy of the Brussels-Capital Region functions on three levels: the Bureau, the plenary meeting and the working groups.

Functioning of The Council for Science Policy of the Brussels-Capital Region

The Council for Science Policy of the Brussels-Capital Region (CPSRBC) assists the Government of the Brussels-Capital Region in drafting regional science policy. 

The Council formulates opinions on various subjects in the areas of science, research and innovation. These opinions are prepared at three levels: via the Bureau, the plenary meeting and the working groups.

 

The Bureau

The Bureau of the Council for Science Policy of the Brussels-Capital Region has the following responsibilities:

  • The Bureau prepares the plenary meetings and ensures their follow-up.
  • It carries out the tasks assigned to the Bureau by the members of the meeting.
  • It is responsible for communication between the members of the meeting and the working groups.

The Bureau is made up of 5 members: 

  • The Chairman
  • 2 members of the Brussels university and higher education institutions
  • 1 employees' representative
  • 1 representative from employers' organisations

 

The plenary meeting

The plenary meeting is organised at least four times per year. During this meeting, opinions, recommendations, reports or other publications are adopted and issued.

The plenary meeting consists of 20 members appointed by the Government:

  • 10 representatives of the Brussels universities and higher education institutions.
  • 5 representatives of employers' organisations represented on the Economic and Social Council of the Brussels-Capital Region (CESRBC).
  • 5 representatives of the employees' organisations represented in the CESRBC.

The following people are also present at the plenary meeting:

  • A member without deliberative voting rights appointed by the Minister of Scientific Research.
  • A member without deliberative voting rights appointed by the Minister for the Economy.
  • An observer, optionally appointed by the other Ministers and State Secretaries.
  • Two experts, without deliberative voting rights, representing the collective research centres in the Brussels-Capital Region.

The working groups

A working group studies a specific topic at the request of the members of the plenary meeting.

Each working group appoints an internal chairman, who can call on external experts.

Each working group presents its conclusions to the members of the plenary meeting.
